BACKGROUND:
Yuri began skating as a very young child—probably around 5 or 6 years old at the most. Around the time he was ten he went to a training camp run by the man who would later become his coach, Yakov. Yuri states that he felt desperate during this time in his life and became determined not to complain until he was good enough, so we know that not only was his training intensive, he pushed himself very hard. This drive and passion carried him through his junior years; sometimes too far.
As he grew, Yuri developed a bad habit of attempting moves that weren't safe for a child who was still developing to perform. By this point he and Viktor were both being coached by Yakov, and Viktor noticed Yakov chastising Yuri about pulling those risky moves one day and confided that he did the same thing when he was younger. He asked Yuri to win Junior's gold without using any of the dangerous jumps and promised to coach him personally if he did so. Since Viktor was already a rising star Yuri was thrilled at the idea. He put all his effort into training and did, in fact, win gold using only moves approved for his age group.
And then Viktor ran away to Japan, chasing a mysterious Japanese skater (Yuuri) who'd stolen his heart one drunken night. Yuri was outraged! Especially so because he'd been impressed with Yuuri's potential at their last competition, so it was alarming for the man who'd promised to coach him to run off to coach someone he saw as a potential rival.
Naturally, Yuri followed Viktor all the way to Japan the moment he realized that's where he was. When he demands that Viktor return to Russia to coach him instead, Viktor pits Yuri and Yuuri against each other in a competition using routines he's choreographed for each of them. After going through a bunch of training (which doesn't always have anything at all to do with figure skating), Yuri ultimately loses and returns to Russia. There, he moves in with Yakov and Yakov's ex-wife, Lilia, a former prima ballerina, to receive special dedicated instruction from the both of them in preparation for the Grand Prix Finals a.k.a. The Big Deal international competition of the season.
During his training, Yuri had to participate in a few competitions to qualify for the GPF. He scored well enough to earn himself a place in all of them, but he was disappointed in himself for not managing to win first place at any of them. He wasn't satisfied with himself, and at times was actively angry that he hadn't beaten people he saw as rivals, and that served to motivate him to train harder.
The real turning point, however, came when he made friends with another skater, Otabek. This was the first friend he'd ever made (as far as Yuri is aware; he's not a very socially adept/perceptive person), and it gave him the emotional edge he needed to add to his performance. It enhanced the artistic, expressive aspects of his routine, and it's thanks to that edge that he was able to not only win gold, but break world records for high score in the GPF.
PERSONALITY:
Yuri's biggest qualities are that he is driven and incredibly motivated to better himself. He hold himself to high standards, and any time he feels that he's not meeting them he steps back to consider his performance and what might be lacking. He began the series believing that he didn't need to listen to anyone, but as he realized and came to understand that he'll always have room to improve, his willingness to listen to the advice and guidance of people around him came to the forefront. He's eager to learn from people more experienced than him, and he tries again and again to understand the lessons they're teaching him until he can really grasp it.
This motivation also manifests in a strong desire to compete against people who can really challenge him. He wants his rivals to be at the top of their game, to make sure they're able to push him all the way to his limits. When he and Yuuri are facing off in the competition Viktor arranges, Yuuri asks him to show him how to pull off a certain type of jump, and Yuri agrees! He instructs Yuuri until Viktor interrupts them because by raising Yuuri's skill, he raises the challenge for himself. He's lifting that bar for himself because he'll feel that much more accomplished when he finally beats Yuuri.
The flipside of all this dedication to his sport is that Yuri's been left with a pretty pathetic social life and skills. He doesn't know anyone outside of the skating world, and he's never had a real friend as far as he knows. It's absolutely true that Yuri has a lot of positive relationships. He looks up to and gets along with Viktor. He adores his grandfather, and he likes everyone who's taught him. He's fond of Yuuri's family, and over the course of the series he even grows fond of Yuuri himself in spite of the fact that, from his perspective, Yuuri snatched away the coach he wanted so badly. But, among all of those people, Yuri never thought to call any of them friend. It wasn't until Otabek explicitly asked to be friends with him that he realized he might actually want to have one!
Thankfully, he seems to take well to friendship even though he doesn't have much experience with it. He has no trouble at all sitting down to a good meal with Otabek, and they were able to have what looked like a lively chat before their friendly night out was crashed by a number of other skaters. And later, when he's reflecting on his his other positive relationships during his winning performance, he comes to the conscious realization that they have been meaningful and are why he's grown as much as he has during the series. He wants to hold onto them, and he wants to put more effort into keeping them. It's going to end up like training in a way; learning how to be a good friend who can support people in the way he's been supported himself. He does show some signs of improving in this regard even before realizing how important relationships are. When he realizes Yuuri is having a hard time because he misses Viktor, Yuri gives him a pep talk and brings him pirozhkis to try to lift his mood. He's making real efforts even if he's still real rough around the edges with it.
That said, he sure is still a 15 year old boy with one of the shortest tempers in existence. He responds to slights with yelling. He responds to teasing with yelling. He responds to mild inconveniences with yelling. He does refrain from physical violence unless he's dealing with someone he knows can withstand it. We only ever see him get physical with other skaters who are at the same level of strength and durability that he is. He doesn't really want to hurt anyone; he's just bad at expressing himself because he's never learned the skills for it. He dumped every point into athleticism and grace and absolutely none into communication or charisma.
Finally he's an incredibly independent child. While he's willing and eager to listen to coaches and peers about his skating, he doesn't actually care about listening to authority at all. He runs off to Japan entirely on his own at the drop of a hat. He doesn't even have a plan when he gets there. All he does is wander around the city yelling for Viktor until someone takes pity on him and points him the right way. He refuses to go home until he decides for himself even with his coach insisting that he leave and come back to Russia. Basically, Yuri is a child who will do what he wants when he wants, and everyone else will just have to wait for him to come around to their wishes.
POWER: All powers are non-canon, but inspired by either his skill, quirks, or pets he owns in the case of the last one.
Skate Anywhere
Yuri can skate on any surface without the use of actual skates. This comes with an appropriate speed bump (up to 60 mph on even surfaces like pavement or ice). The surface he skates on is not changed, so he still has to deal with the texture of whatever he's decided to skate on. Racing down a rocky path is real likely to just end with him tumbling head over heels into a nasty crash, for example. With concentration and practice, he can also use this ability to skate on liquids. Since texture and stability of a surface still matters, this will be way easier to do on a smooth pond than a wavy ocean.
Make an Impact
This power set includes two skills with opposing effects. First is a sonic scream ability—when Yuri yells or screams it can stun or actively repel anyone who hears it. The effect is reduced if he's not facing someone directly. (ex: if he shouts at Viktor and Yuuri is behind him, Viktor may be stunned while Yuuri just gets an irritating ringing in his ears.) Before he learns to control it, this scream will be tied strongly to emotion; extreme anger or fear will trigger it.
The other skill is a hypnotic effect while he's skating. Anyone watching will become some level of infatuated with him which will compel them to continue watching until he's stopped, at which point the effect will break. They may also feel an urge to protect him if the situation calls for it—or even if it doesn't if they're especially susceptible! The effect is strongest when he's actively performing or practicing and low when he's just skating around the city. A strong effect can hold people in place until the end of the routine, a low effect may make people turn their head to watch him for a block or two.
Over time he'll begin to gain control over both of these skills to choose when they take effect (within the existing constraints I've laid out), but initially they'll be entirely hit or miss. Also, he cannot use both of these powers at the same time since the effects (repel vs attract) would cancel each other out.
Cat Shapeshift
Yuri can turn into a white bengal housecat. He's very cute and good at doing cat yells while in this form, but unable to speak any human language.

[Today's video post cuts in to reveal a brown poodle pinning a very put out looking himalayan cat to the floor. The poor cat is squeaking and grumbling irritably while the dog licks it with the pure sort of delight that only dogs can hope to possess.
The camera spins around suddenly and stops on the enraged face of a young teenager.] VIKTOR!! I told you your dumb dog couldn't be trusted!! [Hopefully any listeners had their volume turned down… Yuri steps away from the camera to shoo the dog away from his cat, muttering angrily off screen for a minute. When he returns the dog's come with him, draping itself comfortably across his lap. As irritated as he looks, Yuri doesn't actually try to chase the dog off again. He's not that mean.]
Anyway, since that geezer won't take care of it himself, is there anyone out there who knows how to train a dog? This useless mutt won't stop chasing cats.
